The war years, 1917–1919
Troops on the avenues, Liberty Loan rallies, temporary office buildings on the Mall, and the victory parades.
When the United States entered the war in April 1917, Washington changed almost overnight. Tens of thousands of new clerks arrived to staff the war agencies, housing ran short, and “temporary” office buildings went up on the Mall and in Potomac Park; some of them stood for half a century. Liberty Loan and War Savings drives filled the streets with rallies, and troops paraded on Pennsylvania Avenue on their way to France and again when they came home.
